National Emergency Services Federation use WDR for their Bespoke Leadership Development Programme

About the company
The Federation is a staff association that represents thousands of employees across England and Wales.  They have an obligation to ensure that the views of their members are accurately relayed to government, opinion formers and key stakeholders.  It is a professional staff association that covers all subjects and issues that affect the service, including all aspects of pay, allowances, hours of duty, annual leave and pensions, ensuring the views of its members are heard.  The Federation is also consulted when regulations are set and when issues such as training, promotion, discipline and professional standards are discussed.

The situation
The Federation is split between several regions.  Each Federation Board has over 30 members, many of which are in key roles.  The Head of Learning & Development outlined a draft management development programme for the employees in key roles, which consisted of approximately 120 people.  They wanted a solution to be delivered to match the requirements in the draft and WDR were approached to assist with this.  The Federation wanted to build on Leadership principles and they wanted to strengthen Leadership capability.

The solution
WDR listened to the objectives and challenges that the client was faced with and developed four specific modules.  These were:

  • Managing Operations and Resource
  • Managing Yourself and Workloads
  • Persuasive Communications and Presentations
  • Resilience - Future Planning and Prioritising

WDR suggested developing and running just 2 modules for a pilot phase to begin with.  This allowed appropriate members of the National Board to offer feedback and provide any necessary refinement for the course content and delivery style.  Once this was refined, all of the modules were rolled out nationally.

WDR developed course material and now provide administrative support, post course assessments using the Kirkpatrick Model and provide management reporting information. WDR developed the modules to ensure specific objectives were catered for.  The modules have been renewed for the new Federation Committee members each year and more recently for Federation Representatives, which is testament to the success of the programme that is being delivered.

The result
Now in its second full year and with dates set for the third, the programme has been so successful that as well as continuing to run the series of modules for the Federation Senior Committee Members, many regions have started to adopt the modules locally so that their Federation Representatives can also benefit from the training.

The feedback from those who have attended the modules is outstanding with comments such as:

"Wish I'd done this years ago", "An excellent course of great value" and "Excellent, thank you. Would recommend to teams within the service".
